Painting a "terrain" that's created from scratch

I have a stage set piece that I want to model.  It's a stream bed that's 8' wide x 35' long.  My thought process was create a 3D terrain, take a photo of the real set piece, and project the photo on the flattened "2D" terrain.  I used the sandbox from scratch tool to make a surface, but I'm a little confused about how to flatten the surface like you can flatten a terrain you grab from Google Earth so I can then paint the projected texture on the surface.   When I select the  "surface" I created, toggle terrain is not enabled.  Is terrain different from a surface?  Thanks in advance for any advice.

i think it would be best if u can get a topo map of where u r working on so as to get the height of the parts......its just an opinion

the toggle terrain view button essentially toggles the view of 2 different layers that are created when you import terrain from Google Earth. There's a layer called 'Google Earth Terrain' (which contains the 3D Terrain) and another layer called 'Google Earth Snaps' (which contains the 2D version of the Satellite image).

The toggle terrain button just turns one of the layers on and the other one off so that you can see one object or the other. it won't effect the visibility of terrain stuff that you've modeled with the from scratch tool - unless you were to put that terrain on one of those layers. and even then, the toggle terrain button won't automatically flatten the terrain you've modeled from scratch, it will just hide it or show it based on which later it's on.
